  7. negotiating table and end a two-decade-old rebellion, newly
  8. elected Philippine President Fidel Ramos has proposed
  9. legalizing the Communist Party to allow its members to
  10. participate openly in the political process. So far, rebel
  11. leaders have not rushed forth with white flags. They question
  12. Ramos' sincerity, recalling his cold-warrior reputation and
  13. tough line on negotiations when he was armed forces chief. They
  14. want more political reforms and more progress against poverty.
